P2347 Installation of Average Speed Enforcement (ASE) Camera Signs and Speed Limit Signs

Birmingham City Council (the "Council") is seeking to appoint an organisation for the provision of services for the installation of Average Speed Enforcement (ASE) Camera Signs and Speed Limit Signs including all necessary supporting infrastructure and associated works as well as removal of ‘new 30 mph speed limit’ signs. The Provision of new signs is required to support the deployment of Average Speed Enforcement (ASE) Cameras on 5 key arterial roads in Birmingham, as part of a new strategy to reduce speed-related road traffic collisions across the city of Birmingham. The camera equipment is being procured separately. The successful supplier for this procurement will also be required to remove temporary 30 mph signs put up on street lighting columns or existing posts in 26 roads across Birmingham. Birmingham Virtual School Educational Wellbeing Service

Birmingham Virtual School (BVS) seeks to commission an early intervention and prevention Educational Well-Being Service. This service will enrich the educational experiences of children who are looked-after, previously looked-after, or known to social care in Birmingham. The aim is to maximise educational achievement, inclusion and progression by addressing individual needs with specific focus on: (1) preparing for and taking public examinations and tests; and (2) supporting vulnerable children through normal admissions round school-to-school transitions. The service will deliver programmes and direct support that: • Prepare and support children and young people to revise for and sit national examinations/tests (e.g., SATs, GCSEs, A-Levels, and equivalent). • Support confident school transitions at key stages (Pre-1 to Reception, Reception to Year 1, Infant to Junior, Year 6 to Year 7, Year 8 to Year 9, Year 11 to Post-16, Year 13 to Year 14 or Higher Education/employment/training). The contract is estimated to commence on 2nd January 2027 and will be in place for a period of 3 years with the option to extend for a further 1 year subject to satisfactory performance and funding availability. Provision of Digital Autopsy Services

Birmingham City Council wishes to establish a framework agreement for the provision of Digital Autopsy Services. Digital Autopsy Service - A Digital Autopsy is a non-invasive post-mortem, referred to as a CTPM short for Computed Tomography Post-Mortem. A CTPM is a scan of the deceased, conducted by a radiographer using a CT scanner. Following which, the resultant scans are analysed by a GMC registered radiologist to produce an interpretation in the form of a digital autopsy report. The digital autopsy report contains or suggests the cause of death for consideration by a pathologist at Birmingham Central mortuary. Section 1 of the Coroners and Justice Act 2009 places a duty on the coroner to investigate certain deaths. Section 14 of the Coroners Act 2009 allows the coroner to order a suitable post-mortem examination to enable the coroner to decide if Section 1 applies. CTPM’s are an innovative technology that should in the future prevent invasive post-mortems, which many families and some religions would like to see avoided. This procurement relates to a call-off under a Framework Agreement, which does not guarantee or commit any level of expenditure. The framework agreement will commence on 01 October 2026 and will be in place for a period of 2 + 1 years subject to performance and budget availability.
