The Assisted Human Reproduction Regulatory Authority (AHRRA) is a new State agency established in October 2025 under Section 122 of Part 9 of the Health (Assisted Human Reproduction) Act 2024. The AHRRA is in its establishment phase and is operating from a temporary premises at 7 Fitzwilliam Street Lower, Dublin 2. It is envisaged that the AHRRA will undertake preparations for the commencement of its various statutory provisions throughout 2026 and 2027 with services being provided to the public in a phased manner from early 2028. Interviews for each position are likely to be held over one-two days depending on the number of applications. Interviews for specific higher grade competitions will comprise of a two-stage interview process as well as psychometric testing prior to the second-round interview. The AHRRA is seeking a recruitment partner to assist in developing and implementing, to completion, recruitment campaigns for a number of posts throughout the duration of the contract. A specific competition may be required for some positions while a panel of successful candidates may be formed for other competitions.

The development of a venue of this scale has been an objective of the Contracting Authority since the 1990s and reflects long-standing strategic planning policy at national and regional levels. The CEC will be marketed at regional, national, and international levels and should demonstrate a standard of quality comparable with leading event and convention facilities elsewhere. The design and specification should be capable of attracting high-profile events, conferences, and performers, ensuring the centre’s competitiveness within the wider market. Flexibility will be a core design principle, with facilities required to be robust, durable, and suitable for intensive public use. Whole-life performance and operational efficiency will be central considerations, including energy use, maintenance, cleaning, and servicing. The duration of the concession period will be determined during the competition in accordance with Directive 2014/23/EU. SVUH has recognised the need to improve access to cardiac diagnostics at the primary care level, in line with national policy recommendations supporting GP direct referral to echocardiography. This initiative aligns with the HSE’s strategic objectives under Sláintecare to shift appropriate care from acute hospital settings to community-based services, thereby improving patient outcomes and reducing waiting times. Advances in artificial intelligence (AI) applied to cardiac ultrasound imaging present a significant opportunity to enhance access to diagnostic-quality imaging for a greater proportion of the population. This will empower GPs and their patients to proactively assess heart health and assist in ensuring all patients are facilitated in early identification and treatment of established or emerging heart disease. Under appropriate clinical guidance and governance, this has the potential to shift the model of delivery of cardiovascular care to a proactive model, where emerging problems are identified and treated at an earlier stage than has previously been feasible. The purpose of this procurement is to appoint a single service provider to deliver a comprehensive, end-to-end managed service that encompasses all aspects of service delivery, including facilities, staffing, equipment, handling software and AI-enabled software, referral and IT infrastructure, clinical governance, and reporting. The service will enable GPs to refer patients directly for AI-assisted cardiac ultrasound, with results reported back to the referring clinician in a timely and secure manner. The managed service may be handed over to HSE authorities following the end of the term of any contract resulting from this CfT. The Contracting Authority has internally documented the budget for any expenditure on the Services to be covered by the proposed Service Contract to amount to some EUR 667,621.48 (excl.
