Contexte et justification : La République démocratique du Congo (RDC) a engagé, entre 2019 et 2025, des réformes clés visant à renforcer son système de protection sociale en réponse aux besoins des populations vulnérables et aux objectifs de réduction durable de la pauvreté. Ces réformes ont abouti à l’adoption de la Stratégie nationale de protection sociale non contributive 2025 2029 ; ainsi qu’à la mise en place d’outils structurants tels que le Registre social unique et les mécanismes de ciblage des bénéficiaires. Malgré ces avancées, la couverture et le financement du secteur demeurent limités. Selon l’EGI ODD 2020, seuls 10 % de la population bénéficient d’au moins une composante du socle de protection sociale. En 2024, les dépenses de protection sociale représentaient 0,086 % du PIB et 0,95 % du budget national, tandis que le taux moyen d’exécution des dépenses du secteur n’a atteint que 51,6 % sur la période 2014 2024. Le pilotage et le financement des interventions restent par ailleurs fragmentés entre plusieurs institutions nationales et partenaires techniques et financiers, dans un contexte macroéconomique contraint. La nouvelle stratégie nationale prévoit un investissement estimé à 593 millions USD sur la période 2025 2029, dont 34 % destinés aux transferts monétaires et 40 % aux programmes de travaux à haute intensité de main d’œuvre. Toutefois, l’insuffisante désagrégation des données budgétaires limite l’analyse de la mobilisation, de l’allocation et de l’efficacité des ressources publiques allouées à la protection sociale non contributive. Dans ce contexte, la réalisation d’une revue des dépenses publiques du secteur apparaît essentielle pour éclairer le dialogue politique et appuyer la mise en œuvre effective de la stratégie nationale. LRPS-2026-9203692 Cost-benefit assessment of the Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health in Thailand

UNICEF is seeking an institutional contractor to support conduct a cost–benefit assessment of the Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health. Background In response to rising rates of overweight and obesity in Thailand, the Department of Health (DoH), Ministry of Health, has drafted an Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health. The purpose of the Act is to reduce children’s exposure to the marketing of unhealthy food and beverage and improve children’s diets. Exposure to advertising for unhealthy foods has been shown to influence what and when children eat, shape their food preferences, and contribute to overweight, obesity, and diet-related non-communicable diseases in later life. The Act is a critical component of a broader package of interventions recommended by the World Health Organization (WHO) to address obesity and non‑communicable diseases in Thailand. Developed over more than five years through an extensive consultative process, including public hearings, the Act is currently awaiting the signature of the Minister of Public Health. It includes eight key measures to restrict the marketing of foods high in fat, sugar, and salt (HFSS) to children and adolescents up to 18 years of age, as outlined below. Labelling: Packaging must not use techniques that appeal to children, such as cartoons or child-targeted text, and must display clear, easy-to-understand symbols indicating high levels of fat, sugar, or salt. Value-for-money claims: Labels and marketing materials for HFSS products must not include statements suggesting value for money, whether in retail, wholesale, or e-commerce settings. Sales restrictions in schools: HFSS foods, drinks, and snacks will be prohibited in educational institutions below the tertiary level. Advertising bans: Advertising of HFSS products shall be prohibited across all communication channels, including television, radio, online media, billboards, public tran

The purpose: provision of comprehensive technical support to the Education Section at UNICEF Liberia and the Ministry of Education (MoE) for the effective 2026 roll-out of the Learning Passport (LP) in Liberia. This includes the development of a content strategy, the conversion of prioritized curriculum into digital formats, and the delivery of digital education solutions at school and community levels. The selected institution is expected to deploy a multi-disciplinary team to ensure all technical and pedagogical requirements are met.
