A key constraint identified during project implementation and requested by the responsible authorities is the absence of a centralized, structured, and real-time digital system to track waste quantities, monitor material flows, connect value chain actors, and supporting data-driven planning and decision-makingAt present, waste quantity data collection across LAs, resource banks, collectors, and Material Recovery Facilities (MRFs) remain fragmented, inconsistent, and manual. This limits visibility across the value chain and constrains effective coordination.
