UNICEF is seeking an institutional contractor to support conduct a cost–benefit assessment of the Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health. Background In response to rising rates of overweight and obesity in Thailand, the Department of Health (DoH), Ministry of Health, has drafted an Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health. The purpose of the Act is to reduce children’s exposure to the marketing of unhealthy food and beverage and improve children’s diets. Exposure to advertising for unhealthy foods has been shown to influence what and when children eat, shape their food preferences, and contribute to overweight, obesity, and diet-related non-communicable diseases in later life. The Act is a critical component of a broader package of interventions recommended by the World Health Organization (WHO) to address obesity and non‑communicable diseases in Thailand. Developed over more than five years through an extensive consultative process, including public hearings, the Act is currently awaiting the signature of the Minister of Public Health. It includes eight key measures to restrict the marketing of foods high in fat, sugar, and salt (HFSS) to children and adolescents up to 18 years of age, as outlined below. Labelling: Packaging must not use techniques that appeal to children, such as cartoons or child-targeted text, and must display clear, easy-to-understand symbols indicating high levels of fat, sugar, or salt. Value-for-money claims: Labels and marketing materials for HFSS products must not include statements suggesting value for money, whether in retail, wholesale, or e-commerce settings. Sales restrictions in schools: HFSS foods, drinks, and snacks will be prohibited in educational institutions below the tertiary level. Advertising bans: Advertising of HFSS products shall be prohibited across all communication channels, including television, radio, online media, billboards, public tran

Consultancy: Review and Formulation of Lao PDR Decent Work Country Programme (DWCP) 2027–2031 The ILO seeks an experienced consultant to support the review of the Lao PDR Decent Work Country Programme (DWCP) 2022–2026 and the formulation of the new DWCP 2027–2031. The assignment will contribute to shaping ILO’s strategic framework for promoting decent work in Lao PDR, aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) and the country’s 10th National Socio-Economic Development Plan (2026–2030). The consultant will undertake a comprehensive Country Programme Review (CPR) to assess achievements, challenges, lessons learned, and the overall contribution of the current DWCP to national development priorities, including employment, social protection, skills development, labour rights, and social dialogue. The review will apply participatory and evidence-based approaches, including desk review of reports, outcome harvesting, and consultations with ILO constituents and key stakeholders. Building on the findings, the consultant will lead the design and drafting of the DWCP 2027–2031. This includes facilitating tripartite consultations with government, employers, and workers’ organizations to define priorities, outcomes, and outputs, and ensuring alignment with ILO strategic frameworks and UN programming processes. The consultancy covers all stages of the DWCP development process: preparatory review, drafting, validation, and finalization. Deliverables include a CPR report, prioritization inputs, draft DWCP documents with results framework, and final validated programme document. The consultant will work closely with the ILO Country Office (CO-Bangkok), technical specialists, and national stakeholders. Strong expertise in programme evaluation, strategic planning, labour and employment issues, and stakeholder facilitation is required. The assignment is expected to be carried out between June and December 2026.

Below is a summary of the work to be performed: * Support the communications and visibility strategy for JET initiatives in Asia-Pacific, particularly under the IKI-JET project, including the Community of Practice and events linked to it. * Develop communication and promotional materials for dissemination of knowledge products, including research reports, policy briefs, toolkits and micro-learning materials on JET. * Provide technical support for communications and visibility of CoP on JET activities, including webinars, workshops and policy dialogues. * Prepare communication outputs related to events (both online and in-person), including announcements, summaries, social media content, web articles and newsletters. * Support the visibility and reporting of the Workshop on the JET Tool including pre-event promotion, on-site communication and materials post-event reporting. * Produce promotional content for dissemination of webinars, workshops, training sessions and micro-learning initiatives. * Conduct and coordinate all visibility activities and webinar preparations under the IKI-JET initiative. * Support processing of publications through ILO procedures, including coordination of internal clearance, editing, layout and dissemination steps. * Prepare communication materials for knowledge sharing within the CoP on JET, including summaries, key messages and highlights. * Document and report on JET-related events (online and in-person), including preparation of concise event reports and communication briefs.
