The International Bank for Reconstruction and Development, the International Development Association (the World Bank) and Kyiv School of Economics Institute (KSEI) have signed the Grant Agreement No. TF0C4831 dated May 7, 2024, in an amount not to exceed three million two hundred twelve thousand United States Dollars (USD 3,212,000) for the Project ‘Center for Advancement in Restoration and Modernization Capacity (CARMC)’ (hereinafter referred to as the I_CAN Project). The KSEI is the implementing entity for the Project. A portion of these funds is intended to cover expenditures under the contract for the financing of logistical support for event organization. 2. The proposed competitive procedure aims to establish a pool of specialised experts to support the implementation of the Council of Europe project “Sandbox for AI and Blockchain Startups – 2026,” carried out under the Action Plan for Ukraine. The procedure is divided into two complementary lots covering the project’s core needs. Lot 1 will provide AI governance and policy expertise to adapt and operationalise the HUDERIA methodology in the Ukrainian context, including the preparation of guidance materials, development of assessment tools, support to pilot AI risk and impact assessments, and definition of functional specifications for an online HUDERIA platform. Lot 2 will provide technical development expertise to design and build an AI-assisted online tool enabling HUDERIA-based assessments within the sandbox, including software development, AI functionalities, user interface design, testing, and refinement of the prototype. The project contributes directly to the practical implementation of the Council of Europe Framework Convention on Artificial Intelligence and advances the Organisation’s objective of translating normative standards into operational tools and governance mechanisms.
