The purpose of this contract notice is for the procurement of the Scotland’s Public Sector Heat Decarbonisation Framework (SPSHD) previously known as the Non Domestic Energy Efficiency (“NDEE”) Framework for public sector estate improvement works. This procurement will follow a two stage Restricted Procedure: suppliers will first complete an SPD, and shortlisted suppliers will then be invited to submit a full tender at the ITT stage. The Framework, which the Scottish Government will manage, will cover building energy retrofit in its broadest sense including a combination of building fabric, building environmental services systems and their control (e.g. heating, cooling, ventilation, lighting, water etc.), on site renewables, and the potential to connect to district heating systems. It will enable public sector bodies wishing to take forward energy retrofit projects to use (or ‘call off) the Framework and run mini-competitions with suppliers appointed to it to deliver those projects. In addition, the Scottish Government will incorporate the decarbonisation of heating systems into the Framework to meet strategic objectives around net zero. In addition to the delivery of works as part of energy retrofit projects, public sector bodies may require framework suppliers to deliver ancillary services. For example, at call-off stage, Economic Operators may be expected to demonstrate their capability to operate and maintain the technology they install. This could include ongoing maintenance or technical support; however, such services will be subject to Framework Public Bodies' needs and may not be required for every project. Where these services are necessary, suppliers may be requested to provide them directly or alternatively through an approved subcontractor, with responsibility for quality and performance remaining with the primary contractor. FM Reactive & Planned Maintenance Building Works

North Wales Police (NWP) and North Wales Fire and Rescue Service (NWFRS) are seeking to appoint multiple building contractors for reactive/planned maintenance and installation building works; with a maximum of 5 to be awarded based on their scoring ranking position. NWP and NWFRS have a diverse portfolio of approximately 120 properties across North Wales comprising of police stations, fire stations, specialist buildings, offices and fleet departments. The term of contract will be for 5 years – 3 years plus two extensions of twelve months each, on the agreement of both parties. Together with planned building works up to a maximum value of £50K, the contractors will be required to provide an effective and reactive service for 365-day response, to ensure all maintenance and property defects are dealt with promptly, thereby providing safe and secure buildings for both Police and Fire Services. Service will be required 24 hours a day, 364/5 days a year with attendance on site to be within 2 hours of receiving the call for reactive works. This will be done on a rota system. Examples of call outs would be insecure buildings (locks / windows / doors/roofs), leaks, minor repair works, health and safety issues etc. Separate cover for mechanical and electrical call outs (24/7) is provided by specialist contractors under the same basis via a different framework. The Contractor will need to be able to provide direct or subcontracted labour to undertake ground works, demolition, joinery, plastering, minor plumbing, roof works, scaffolding, basic bricklaying etc

Αντικείμενο της συμφωνίας πλαίσιο είναι η παροχή υπηρεσιών Προληπτικής και Επανορθωτικής Συντήρησης, που θα εκτελείται από τον Ανάδοχο σύμφωνα με τις οδηγίες συντήρησης του κατασκευαστή, τις προδιαγραφές του εξοπλισμού και αυτές που θέτει η Αναθέτουσα, είτε γενικά είτε για το κάθε αντικείμενο ξεχωριστά. Οι ανωτέρω υπηρεσίες θα εκτελούνται από εξειδικευμένο, στο κάθε αντικείμενο, Προσωπικό του Αναδόχου (για το οποίο και φέρει την ευθύνη εξεύρεσης και τεχνικής του επάρκειας) με τη χρήση κατάλληλων υλικών, αναλώσιμων ή ανταλλακτικών. Κατά την εκτέλεση των ανωτέρω εργασιών, ο Ανάδοχος είναι επίσης υπεύθυνος να λαμβάνει και να τηρεί τα απαραίτητα μέτρα ασφαλείας.
