Tender Notice – Regional Care Cooperatives and Fostering Recruitment & Retention Programme The Department for Education intends to procure a Delivery Partner to support the establishment and early operation of up to six new Regional Care Cooperatives (RCCs) and to deliver the expanded Fostering Recruitment and Retention Programme. Thanet District Council wishes to select and appoint a suitable supplier for the provision of Consultancy Design team Services for the office and ground floor refurbishment and reconfiguration at Thanet District Council and invites prospective bidders to submit a quotation response to meet the Employer’s requirements. Thanet District Council (TDC) requires a Consultant to provide multi-disciplinary services for the Council’s office ground floor refurbishment and reconfiguration. The Consultant would be required to provide the multi-disciplinary design team, who will provide the design and specification and any supporting information for the Council’s future Refurbishment and Reconfiguration Tender, where the Council will procure the construction requirements under a traditional route. The Consultant will manage the construction of the project to include, however not limited to, Project Manager, Lead Consultant, Designer, MEP Consultant, and Cost Consultant. Ofgem is looking to procure the necessary Cost Assessment advisors for the Offshore Transmission Owners (OFTO) team to continue its regulatory duties. Provision of these services will be crucial and without this, Ofgem will be unable to run effective tender processes for the upcoming tender rounds. Ofgem are required to run a tender exercise for all offshore transmission projects that qualify under the Tender Regulations 2015. Provision of Cost Assessment consultancy support services will be crucial to ensure that a robust tender process takes place for upcoming tender rounds and without this, Ofgem will be unable to run an effective tender process. To facilitate a robust tender evaluation process, Ofgem requires the services of a supplier on various aspects of the tender and transaction process - evaluation of bidder submissions, and financial assessment required to bring the project to close/appoint an OFTO. Ofgem are required to undertake a cost assessment review of the OFTO assets for those projects that will be the subject of the tender process. This review is fundamental in determining the cost of building the transmission assets to ensure that those costs stated by the developer fairly reflect what will be transferred and that consumers are receive value for money. With this being the case, data submitted by the project developer must be carefully evaluated to ensure that assets are being transferred in the most economic and efficient manner possible. The solution will allow Authorities to secure exclusive use of an entire Children’s Home, rather than purchasing individual placements dispersed across a region. The framework is designed to support strategic commissioning approaches that improve outcomes for children, strengthen sufficiency and market shaping, and deliver improved value for money. The model aligns with regional ambitions, including the development of Regional Care Cooperatives, and will facilitate call‑offs at both regional and local levels. The procurement aims to foster long‑term, collaborative relationships between Commissioners and Providers. It seeks to address the differing perspectives, risks, and challenges that influence the delivery of high‑quality homes for Children and Young People. The objective is to secure local, stable, and supportive homes that are embedded within a wider system of wrap‑around provision, enabling improved long‑term outcomes. This represents a shift away from the traditional purchase of individual placements through spot purchasing or standard frameworks. Instead, the framework focuses on commissioning whole homes, ensuring that the home, its staff, and the children living there are supported by coordinated local services. Contracting Authorities will be able to undertake a Competitive Selection Process at call‑off stage, based on their specific requirements. YPO intends to award an open 8‑year Framework Agreement, which will allow new Providers to join throughout its duration, supporting flexibility, market development, and ongoing sufficiency planning.
