Ref.:AL-ARA-551740-CS-INDV Recruitment Type: Local Recruitment The Government of Albania has received financing in the amount of EUR 51.6 million from the World Bank toward the cost of the Building Resilient Bridges Project (BRBP) and intends to apply part of the proceeds for individual consulting services, subject of this Request for Expressions of Interest (REoI). Albanian Road Authority (ARA) will be responsible for implementation of the BRBP with the support of a Project Implementing Team (PIT) within ARA. The individual consultant will serve as the Financial Management Specialist (FMS) for the PIT of the BRBP. The FMS will support ARA in all financial management, budgeting, accounting, disbursement, financial reporting, audit coordination, and contract payment monitoring activities related to project implementation, in accordance with the Loan Agreement, World Bank procedures, and the Project Operational Manual (POM). The consultant will also support the preparation of interim financial reports, withdrawal applications, financial forecasts, and maintenance of internal control systems for the Project. The consultant will work closely with the ARA Budget Planning and Finance Department, the Ministry of Infrastructure and Energy, the Ministry of Finance, the World Bank, and other relevant stakeholders to ensure efficient and compliant financial management of the Project.
