SSRO Security Assessment and Penetration Test

The SSRO is seeking to appoint a supplier to provide a core programme of work surrounding Security Assessment and Penetration Test services. The Supplier is required to carry out in each year of the contract the core programme of work as detailed below. Phase 1: Security Assessment and Penetration Testing and reporting the results (one combined report or separate documents at Supplier discretion) as set out in the Service Specification. Phase 2: Liaising with the SSRO and the SSRO's IT Managed Service partner whilst they are resolving all critical vulnerabilities, and up to five additional non-critical vulnerabilities, per assessment. Phase 3: Retesting on all "critical" vulnerabilities, and the additional vulnerabilities per assessment (external, MS cloud, web application) following completion of remedial work implemented by the SSRO's IT Managed Service partner. The Phase dates for the first year of the contract will be: Phase 1 to be carried out between 6th July - 17 July, with final report(s) received by the SSRO no later than 17 July 2026; Phase 2 is expected to be completed by 25 September 2026; and Phase 3 is expected to be completed by 16 October 2026.

The overall objectives of the systems review are: • Current State Assessment: Conduct an objective, high level assessment of Guinness' existing asset management capability - including systems, data, and processes - to identify key themes, gaps and issues to inform future-state business requirements. This is intended to be high-level overview of the current state, rather than a detailed process analysis. • Market Assessment: Provide an objective assessment of the market offering for asset management systems, evaluating the suitability and maturity of available solutions to meet TGP's business requirements, compared to the incumbent solution. This evaluation should consider, and provide a view of, development / product roadmaps and potential future status in terms of market position. This assessment should also identify key opportunities to leverage modern technology to remove manual effort • Sector Review: Provide insight and expertise on the system and technology architecture approaches being taken for asset management by comparable organisations within the UK housing sector and outside of the sector • Architectural Approach: Provide a recommended target state architecture for asset management within Guinness, considering whether Guinness' business requirements can be achieved with a single system solution, or whether the business requirements necessitate multiple, specialist solutions. CPI are undergoing a digital transformation. Several of our processes, including Warehouse, Procurement, Finance, CRM, and HR are being enhanced and standardised in Microsoft Dynamics 365. This tender is to cover the provision of ongoing application support for these processes. The Contractor will be expected to work remotely and provide support during office hours. Any exceptions to this, where work will be required to take place outside of core hours (e.g. system upgrades) will be discussed and agreed upfront. The Contract will be for an initial 24 months, with the possibility of 2 x 12-month, extension periods which will be subject to satisfactory performance. Due to the types of partners and customers we work with there may be a possibility that Contractor staff accessing CPI systems and data will need to be vetted to a specific security level. The estimated budget for this contract is £185,000 for the first year, however the maximum value of this Contract will be £740,000 over the initial 24 months and possible extensions. The Contractor should note that these values are no guaranteed and are estimates.

The end customer will place orders directly with the Supplier following an Award Without Competition or Competitive Selection Process on a "contract" basis whereby the Supplier will deliver direct to the end customer on an agreed basis. Invoices and payments are dealt with directly between the end customer and the Supplier.

However, the sector is struggling to meet the pace at which it needs to build housing. This is despite the construction sector being the largest sector of the local economy and the largest employer, employing almost 9,000 people. From insight gathered locally, we know the district has a limited number of large housing developers and construction companies, with the majority of businesses in the district being small or micro enterprise (fewer than 50 employees). We also know that the biggest barriers to growth for the industry locally include recruiting a skilled workforce, accessing new markets, and competing for larger contracts and customers. Epping Forest District Council are therefore looking to commission a construction industry business support programme with the objective of supporting small and micro enterprises to grow, enabling them to bid for contracts with large developers. This will ultimately help boost the local economy, keep wealth locally, create employment opportunities, whilst also supporting the council to meet its housing land supply target.
