CONSULTANCY SERVICES TO DEVELOP THE NATIONAL DRY PORTS MASTER PLAN

ZM-MTOL-547761-CS-QCBS The Government of the Republic of Zambia through the Ministry of Transport and Logistics, has received financing from the World Bank towards the cost of the Transport Corridors for Economic Resilience Project and intends to apply part of the proceeds for Consulting Services to undertake an assessment of logistics gaps and develop the National Dry Ports Master Plan that provides a strategic, spatial, regulatory and investment framework for the planning, and operation of dry ports within the country and international dry ports in strategic neighbouring countries. The consulting services will be undertaken in six (6) months. The consultant is expected to assess the current status of Dry Ports in Zambia; Identify optimal locations for inland and international dry ports; Analyse national, regional, and international trade flows/ cargo volumes and logistics demands; Propose legal and regulatory frameworks for dry port development and operations; and Develop an investment, financing and Public-Private Partnership framework for dry ports. The Ministry of Transport and Logistics now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
