The consulting services (“the Services”) is to assess the feasibility of introducing regional mobile roaming in all IGAD Member States, and to develop a comprehensive policy, regulatory, technical and financial roadmap enabling full regional participation. The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria: The firm selected will need to demonstrate: A minimum of 10 years of experience in telecommunications consulting, digital policies and regulations, with experience advising on regional mobile roaming strategies and management. A demonstrated track record of completing at least three (3) similar assignments, with a focus on relevance and recent experience. This includes legal reviews, the review of national/regional spectrum policies/strategies, regulatory frameworks for spectrum management, and spectrum security-related issues.
