BACKGROUND The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank designed to address the structural drivers of food insecurity and enhance resilience of food systems. The program adopts a Multiphase Programmatic Approach (MPA) to strengthen agri-livestock research systems, extension services, and community institutions while promoting climate-smart agriculture and livestock practices. The Project Development Objective (PDO) is to increase preparedness against food insecurity and improve the resilience of food systems in targeted areas of Somalia. The Jubaland State of Somalia is implementing the project through the Ministry of Agriculture and Irrigation (MoAI) in close collaboration with the Ministry of Livestock, Rangeland and Forestry (MoLFR). The State Project Coordination Unit (SPCU) is responsible for coordinating, facilitating, and monitoring project activities. 2. Scope of Work and Responsibilities The State Agriculture Infrastructure Engineer (SAIE) will be a full-time individual consultant assigned to the SPCU within the Ministry of Agriculture and Irrigation, Jubaland State. The SAIE will provide technical leadership in the planning, design, and implementation of agricultural infrastructure and small-scale irrigation systems to support climate-resilient agriculture.
