BRD intends to apply part of the proceeds toward payments under the contract for lead insurer of the backstop insurance policy for Bridge Lending Windows (BLW). The Development Bank of Rwanda (BRD) Plc now invites sealed Bids from eligible Bidders for the provision of the Backstop Insurance Policy for the Bridge Lending Windows (BLW). Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulation for IPF borrowers, seventh Edition, September 2025 , and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors):5 0%, and for the Bid cost: 50%.
