Medium Range Precision Strike - RFI 2

This Request for Information (RFI) forms part of the Medium Range Precision Strike (MRPS) Preliminary Market Engagement. Its aim is to give potential suppliers the opportunity to comment on the proposed requirement and the various strategies which will inform this. In issuing this RFI, the MOD is not committing to launch any procurement in relation to the requirement, and it reserves the right to alter its approach to this project prior to commencing any formal procurement process. Any related future procurement activities will be subject to the Procurement Act 2023 (PA 2023). The information contained in this RFI and any further information (whether written, electronic, or oral) supplied by the MOD in respect of this RFI is, and will be, supplied on the condition that the MOD will not be held liable for any error, omission or inaccuracy therein nor for any loss or damage sustained by any party arising as a result of reliance on such information or any subsequent communication, including any error, inaccuracy or omission resulting from any negligent act or omission of the MOD or any other person (other than in respect of fraudulent misrepresentation). No party accepts any responsibility or gives any undertaking to provide further information, including any information required to correct any earlier inaccuracy or error. Any information submitted will be considered only for the purposes of building an understanding of the markets ability to undertake the MRPS project. No information provided will be carried forward, used, or acknowledged for the purpose of evaluating and must be re-submitted as part of the formal procurement process. Supply and installation of Fire Extinguishers
Housing 21
Housing 21 are seeking an experienced provider who can supply and install P50 fire extinguishers across numerous courts over a 10-year period (maximum contract term). The majority of fire extinguishers will be installed during the first two years of the contract term, therefore Housing 21 requires a provider who can project manage the quantity required (see Appendix 4) and ensure robust communication is delivered for the Housing 21 contract manager and scheme managers. Housing 21 completed the majority of fire extinguisher replacements during 2017, however due to Housing 21 growth additional fire extinguishers have been installed since this period. The contract term is five years with the option of a five-year extension. This project forms part of a critical digital transformation programme in response to the UK-wide switchover from analogue to digital networks by January 2027 and addresses the growing challenges of maintaining outdated infrastructure. The current systems—comprising call points, lift alarms, fire panels, and door entry systems located in communal areas—are connected to an Alarm Receiving Centre (ARC) via analogue phone lines. These systems are essential for tenant safety and must be digitally enabled to ensure compliance and continuity.

The Prison Service operates under the control of the DOJNI. It is governed by the Prison Act (Northern Ireland) 1953 and the Prison and Young Offenders Rules (Northern Ireland) 1995. The Northern Ireland Prison Service wish to appoint a supplier(s) to supply and deliver a range of uniform items. The Buyer also wishes to appoint a supplier to securely dispose of old and surplus uniform items. The requirement will be divided into 6 separate lots: Lot 1 – General uniform, Lot 2 - Utility uniform, Lot 3 - Uniform with emblems, Lot 4 - Accessories, Lot 5 - Waterproof clothing, Lot 6 - Uniform disposal. The Contract will be for an initial period of two (2) years followed by two (2) optional extension periods of two (2) years each. The CCTV network plays a critical role in community safety, public protection, and the operation of public spaces across the BCP area. The anticipated contract start date is July 2026. The contract will be awarded for an initial period of 12 months, with the option to extend annually for a further two years (1+1+1). If all extension options are exercised, the total contract duration would be three years. The scope of the contract includes the planned preventative maintenance, fault response and repair of approximately 731 CCTV cameras, together with associated equipment such as mounting infrastructure, power supplies, transmission links, monitoring centres and server rooms. The Supplier will be required to meet defined service standards, response times and performance measures in accordance with the Specification.
