The RVVA inventory estimated at 360 units has been rendered obsolete by the manufacturers and suppliers. Consequently, this equipment will no longer be supported post March 2026. Defence Infrastructure Organisation

The Authority will seek to engage a Technical Support Provider (TSP) to support delivery of the Vehicle Inspection Facility Upgrade Programme (VIFUP), a programmatic initiative to upgrade vehicle inspection facilities across the Defence estate. The overall programme is currently valued at approximately £110M. Delivery is expected to utilise a combination of existing contracts (e.g. PFIs and Regional Delivery frameworks) alongside the procurement of new contracts for major refurbishment works. The estimated value of these major refurbishments is approximately £35M, with potential for further increase, and projects are geographically distributed across the UK. The TSP will be required to provide multi-disciplinary support across the programme lifecycle. The anticipated scope of services includes: a. Assessment Studies b. Project Management Support c. NEC4 Administration d. Design e. Support to Procurement Activity f. Technical Support and Advice g. Support/Evidence to Full Business Case The Authority is currently considering procurement and packaging options for the TSP services. Potential approaches include: • A staged contracting model, with an initial contract for assessment studies followed by subsequent contracts for later RIBA stages; or • A single contract arrangement, incorporating optional services to be called off as the programme progresses • The potential to structure delivery on either a UK-wide basis or through regional lots, reflecting the geographical spread of the programme. The estimated value of the initial assessment studies is approximately £640K.

The study will consider the potential combination and/or expansion of potential heat network zones identified by the National Zoning Model (NZM), by incorporating opportunities provided by adjacent data centre development proposals. 400,000sqm of data centres are proposed by several developers on brownfield land adjacent to the operational Didcot Power Station (Oxfordshire). The NZM has not considered these future waste heat sources. The overarching aims of this study are: To review heat network zone development opportunities, to help prepare for the introduction of heat network zoning policy. To determine whether heat network scheme(s) for the specified area are viable. To understand how heat network schemes can be delivered in alignment with the forthcoming Heat Network Zoning Regulations. To set out for the council the range of possible delivery models based on different levels of local authority leadership and investment. The scope includes but is not limited to: • Routine and reactive grass cutting, lawn care, and turf management. • Maintenance of hedges, shrubs, flowerbeds, and seasonal planting. • Weed control, including the use of approved herbicides and environmentally sustainable alternatives. • Litter picking, leaf clearance, and general grounds tidiness. • Winter services, such as gritting and snow clearance (where applicable). • Stewarding at select events and sites • Associated inspections, reporting and compliance with relevant health and safety, environmental standards and Park management. This contract aims to provide a compliant, flexible, and a value for money route for the Royal Parks across a number of sites. Successful suppliers will be required to demonstrate: • Relevant experience and technical capability in grounds maintenance. • Working to applicable ISO standards such as sustainability, quality, health and safety, and any other relevant standards (e.g. ISO 9001, 14001) or equivalent systems. • A commitment to sustainability, biodiversity, and social value outcomes in line with the public benefit requirements of Procurement Act 2023. The Authority wishes to award a contract for an assessment of Green Belts in York and North Yorkshire ("the Contract"). North Yorkshire Council (NYC), City of York Council (CYC) and the York and North Yorkshire Combined Authority (YNYCA) are working jointly on an assessment of Green Belts within their respective areas. The assessment will provide evidence to support decision taking on planning applications and, if necessary, be used alongside further work to inform the preparation of Local Plans being produced by each council. At the appropriate point, the review will also feed into the production of a Spatial Development Strategy for the area, which is to be produced by the York and North Yorkshire Combined Authority.
