SVUH has recognised the need to improve access to cardiac diagnostics at the primary care level, in line with national policy recommendations supporting GP direct referral to echocardiography. This initiative aligns with the HSE’s strategic objectives under Sláintecare to shift appropriate care from acute hospital settings to community-based services, thereby improving patient outcomes and reducing waiting times. Advances in artificial intelligence (AI) applied to cardiac ultrasound imaging present a significant opportunity to enhance access to diagnostic-quality imaging for a greater proportion of the population. This will empower GPs and their patients to proactively assess heart health and assist in ensuring all patients are facilitated in early identification and treatment of established or emerging heart disease. Under appropriate clinical guidance and governance, this has the potential to shift the model of delivery of cardiovascular care to a proactive model, where emerging problems are identified and treated at an earlier stage than has previously been feasible. The purpose of this procurement is to appoint a single service provider to deliver a comprehensive, end-to-end managed service that encompasses all aspects of service delivery, including facilities, staffing, equipment, handling software and AI-enabled software, referral and IT infrastructure, clinical governance, and reporting. The service will enable GPs to refer patients directly for AI-assisted cardiac ultrasound, with results reported back to the referring clinician in a timely and secure manner. The managed service may be handed over to HSE authorities following the end of the term of any contract resulting from this CfT. The Contracting Authority has internally documented the budget for any expenditure on the Services to be covered by the proposed Service Contract to amount to some EUR 667,621.48 (excl. This is a call to competition by AN POST for an outbound international end-to-end delivery service to the US . This will involve transportation services from Ireland, customs clearance and final mile delivery in the US along with a return service solution. This service provides an end to end outbound solution for parcels sent by AN POST from Ireland to the United States (US), combining international customs brokerage, overseas line haul and US final mile delivery in full compliance with US Executive Order 14324. The Contractor assumes responsibility as Importer of Record, managing customs clearance under both Delivered Duty Paid (DDP) and Delivered Duty Unpaid (DDU) models, including the calculation, collection and remittance of all applicable duties and taxes prior to export. The service integrates electronic pre advice and tracking, proactive duty notification to addressees, secure customs compliance and bonded importation, ensuring parcels are fully customs cleared before dispatch to minimise delays, returns and customer disruption while maintaining a transparent, unchanged consumer experience. Applicants will be expected to demonstrate to AN POST’s complete satisfaction that they have the capacity and capability to provide all of the services required.

A total of 5 Panels will be established for the following 5 areas: Lot 1 – Dublin North Lot 2 – Dublin South Lot 3 – Fingal Lot 4 – South Dublin Lot 5 – Dún-Laoghaire Rathdown The panels will be established for a maximum period of two (2) years. The panels will be continually open for access. Should the panel cease to operate, all members will be notified via www.etenders.gov.ie. This will not affect the delivery of any contracts awarded under the panels. The estimated additional Emergency Accommodation requirements for the DRHE for 2024 is estimated to be in the region of 2,000 beds per annum, subject to prevailing circumstances. It is emphasised, however, that these figures are provided strictly for indicative purposes only as there is no guaranteed expenditure under the Panels.
