No. H-EQIP-II-ICS-26/001 (01 Position) Background Health Equity and Quality Improvement Project (H-EQIP) aims to strengthen the sustainability, resources, and management of the Health Equity Funds (HEFs) and Service Delivery Grants (SDGs) as envisaged in the Royal Government of Cambodia’s (RGC) Third Strategic Plan for Health (HSP3). H-EQIP2, effective since early July 2022, supports the RGC in advancing Universal Health Coverage (UHC). With total financing of US$303 million from the World Bank, Pooling Partners (DFAT, GFF, KfW, KOICA), and additional resources from the Pandemic Fund approved in December 2024, the project aims to improve equitable utilization of quality health services and strengthen health emergency preparedness. National Payment Certification Agency (NPCA) is responsible for Health Equity Fund (HEF) reviewing and certifying claims from health facilities. Currently, HEF covers 4.7 million beneficiaries (28% of the population). The NPCA is now expanding its mandate to take over National Social Security Fund (NSSF) claim reviewing and certification, which covers 3.5 million members and approximately 1,600 public and private health facilities. To manage this increasing volume, NPCA is implementing a new Rule-based Engine for claim review and certification workflow. This innovation aims to enhance efficiency, cost-effectiveness, and service quality through highly automated adjudication. ( Ref: MRD-CSLEP-NCB-RW03) . The Ministry of Rural Development (MRD) now invites sealed bids from eligible and qualified bidders for Improvement of 3.6 km of Concrete road in Kampong Speu Province . The construction period is 12 Months . Procurement will be conducted through National Competitive Bidding (NCB) Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs. Ministry of Rural Development Cambodia Southeast Asia Disaster Risk Management Project 2 (Project ID: P177185) Request for Expressions of Interest for National Road Engineer Advisor (36 months) The Royal Government of Cambodia (RGC) has obtained financing from the International Development Association IDA) towards the cost of the Cambodia Southeast Asia Disaster Risk Management Project II for rehabilitation and upgrade of Rural Roads in Cambodia. The proposed PDO is to be achieved through the following components: (1) Institutional strengthening for disaster resilience at the national level; (2) Resilient rural transport infrastructure reconstruction and maintenance; (3) Project Management; and (4) Contingency Emergency Response. The National Road Engineer Advisor to provide substantial technical inputs to support MRD’s PMU in providing implementation, supervision and quality control related to the Component 2 of the project which refers to the provision of civil infrastructure and institutional strengthening in line with the PAD and expected project results framework. Minimum qualifications of candidates are as follows: A Bachelor degree in civil engineering. Minimum 10 years of relevant technical and operational experience in roads or bridge design, cost estimation and preparation of tender documents, supervision of roads and bridges works implementation in public or private sectors. Minimum 5 years’ experience as team leader/deputy team leader/ advisor of the road project. Minimum 5 years of prior experience working in international development / donor-funded infrastructure projects. Previous experience in providing training and mentoring. Good oral and written communication and presentation skills as well as spoken and written fluency in English and Khmer are required. The proposed PDO is to be achieved through the following components: (1) Institutional strengthening for disaster resilience at the national level; (2) Resilient rural transport infrastructure reconstruction and maintenance; (3) Project Management; and (4) Contingency Emergency Response. The National Financial Management Specialist to be selected will be based in Project Management Unit, Ministry of Rural Development and responsible for providing capacity building and hands holding coaching on financial management and accounting software to enable the government FM team of PMU of DRMP2 to implement, coordinate, and monitor in accordance with the agreed and applicable procedures and guidelines. In doing so, he/she must work in close consultation and cooperation with PMU-MRD staff. Minimum qualifications of candidates are as follows: At least a bachelor degree in financial management/accounting or related field. At least 8 years of work experience in financial management (preferable with development partner funded projects such as WB, ADB, or UN Agency).
