TD2392 - Fire Risk Assessment Services

DERBY CITY COUNCIL

Derby City Council (the Council) is undertaking this procurement to establish a contract for fire risk assessment services. The procurement process adopted by the Council is based on the 'Open' tendering procedure as detailed in the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024 (the "Regulations".) The initial contract period is two (2) years; the contract is estimated to commence on 1st October 2026 and expire on 30th September 2028. There will be an option to extend the contract for three (3) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups. Bidders should note that the total estimated contract value of £768,000, comprises of two components: i) The core contract value, estimated at £192,000, based on known current service requirements ii) An additional estimated value of £576,000 to reflect potential future changes in service scope or volume linked to LGR. These figures are estimations and due to only being in the early stages of the process the Authority cannot give any commitment on these figures but would like to build scope into the Contract should the need arise.

Pay structure reform in the UK Fire and Rescue Service

Improvement and Development Agency for Local Government (IDeA)

The National Joint Council for Local Authority Fire & Rescue Services (NJC) has been discussing reform of the Grey Book pay structure for operational firefighters in the UK for several years. We are now at a point where the aims and objectives of the main stakeholders – the government, the employees (represented by the Fire Brigades Union) and the employers (represented by the National Employers) – are aligned in such a way that we now have an opportunity to make significant progress towards a new pay and grading structure that enables the expansion of the role of a Firefighter to support national resilience and allow the sector to respond to new and emerging risks. The current pay structure within the Grey Book over 20 years old, it is a flat structure, with no spinal points or incremental progression and there is no job evaluation process or structure in place to enable the evaluation of knowledge, skills or competency in role. Initial work has begun on what a new pay structure might look like and we are now seeking assistance from an external party to provide assurance to our work programme and project plan, to help create a robust job evaluation system specifically fit for purpose in the operational fire and rescue space, and to draw on good practice from other sectors. Before undertaking the technical design of the job evaluation system, the supplier will work collaboratively with the NJC Joint Secretaries and the LGA’s Workforce Team to shape the project through a structured scoping and advisory phase. This will ensure alignment with national priorities and the principles already agreed by both parties (the employers’ side and the employees’ side of the NJC).

UK Research and Innovation (UKRI) is procuring a managed payment services solution to administer and disburse scholarship-related payments at scale on behalf of the Department for Science, Innovation and Technology (DSIT). The service will provide an end-to-end payment processing function, covering the onboarding of students and universities, verification of identity and bank details, secure payment execution, reconciliation of funds, fraud prevention, and performance reporting. The scope of the procurement includes payment administration for the TechGrad (undergraduate) Scholarship Programme, the Spärck AI (master’s) Scholarship Programme, and the Semiconductors Undergraduate Scholarship Programme. In addition, the supplier will continue to administer payments for CyberFirst students during the transition period to the TechFirst programme. The supplier will be responsible for administering all authorised payments to eligible students and higher education institutions in accordance with UKRI/DSIT instructions and applicable grant conditions. This includes, but is not limited to, scheduled and ad hoc payments such as scholarships, stipends, tuition fee payments, summer placement payments, reimbursements, and discretionary payments (for example, travel or hardship payments), delivered within timeframes specified by UKRI/DSIT. The supplier must establish and operate a straightforward, scalable onboarding process for all participating students and institutions, including secure mechanisms for the collection and verification of identity and bank account details to enable timely and accurate payments. The service must comply with all relevant legislation, regulatory requirements, and government guidance relating to payments, data protection, and information security. Southampton City Council intends to establish a multi provider Short Breaks, Outreach and Support Framework to improve access to high quality services for children and young people with disabilities aged up to 18 years. The proposed Framework will include two Lots: Lot 1 - Care Support and Community Outreach This Lot covers personalised care and support delivered in the home or community. Services will help children and young people with disabilities to develop independence, access their community, and maintain their wellbeing, while supporting family stability. The service will include personalised care and community based support, including personal care, delegated health tasks, communication and independence building programmes, behaviour support, community access and, where required, overnight respite. Providers must be able to offer planned, responsive and crisis support across a range of hours. Lot 2 - Specialist Playschemes and Targeted Short Breaks This Lot provides specialist holiday playschemes and targeted short break opportunities for children with substantial or complex needs. These are for children who cannot safely access mainstream provision due to high levels of personal care, complex health needs, autism or behaviour that challenges. Services delivered under this Lot should offer group and community-based activities that support children's social development, independence, wellbeing and enjoyment, while providing families with essential respite. The purpose of the Framework is to deliver consistent, timely, high quality and value for money support, while strengthening family resilience and improving outcomes for children and young people with disabilities. By approving providers onto a single Framework, the Council can quickly match a child's assessed needs with an appropriate supplier, reducing delays and enabling responsive, high quality support across the local area.

This notice invites suppliers to submit tenders for the establishment of an open framework for the provision of Community Accommodation Services (CAS). The framework will be established in accordance with section 49 of the Procurement Act 2023 and will operate as an open framework, allowing suppliers to be admitted at initial establishment and at planned reopening points. CAS comprises the provision of temporary accommodation and associated support for individuals leaving custody or serving sentences in the community. The services support public protection, offender management and resettlement outcomes, including the prevention of homelessness on release. CAS is not intended to provide settled accommodation or replace the statutory duties of local authorities. It operates as a bridge back into the community, proportionate to the level of risk presented. Accommodation is the core service, with varying levels of support depending on service type. The light touch open framework agreement is the first in a series of light touch open framework agreements that the Authority intends to award as part of an open framework scheme established pursuant to section 49 of the PA 23. The open framework scheme will have a maximum overall term of up to 8 years. The indicative term of each light touch open framework within the open framework scheme will therefore be as follows: 1. Light touch open framework one – 2 years with an option to extend up to 1 year (i.e. up to a maximum term of 3 years); 2.
