Scope: Under the leadership of the MOESYI and with the technical guidance of UNICEF and other partners, the firm will be responsible for developing guidelines, SOPs, and capacity-building resources to strengthen Jamaica’s child protection emergency preparedness and coordination. Deliverables to include capacity building and training for key stakeholders in child protection, GBV/PSEA, psychosocial support, and emergency response procedures. The consultancy will also support institutional strengthening and inter-agency coordination aligned with national and regional emergency response frameworks. Dans le cadre du programme SafeOnline / Protection des Enfants en Ligne (PEL) mis en œuvre de mai 2024 à mai 2026, l’UNICEF Sénégal appuie le renforcement du système national de protection de l’enfance face aux risques et violences dans l’environnement numérique. Une étude de référence (baseline) a été conduite en 2025 dans six régions: Dakar, Kédougou, Kolda, Sédhiou, Tambacounda et Ziguinchor, combinant méthodes qualitatives et quantitatives. Cette étude a permis de dresser un état des lieux sur : l’exposition des enfants aux risques en ligne, leurs connaissances, habitudes et pratiques, les capacités des parents et agents de services, la disponibilité des mécanismes de protection. L’étude de fin de projet (endline) vise à mesurer certaines des évolutions intervenues depuis la baseline, tout en se concentrant sur un périmètre plus restreint, compatible avec une durée maximale de six mois. L’étude endline couvrira les six régions de la baseline, mais avec un périmètre analytique plus restreint (questionnaires plus courts, échantillon réduit, nombre limité d’entretiens/FGD), afin de rester compatible avec une durée maximale de six mois. C'est dans ce cadre que ce processus a été lancé.
