LRPS-2026-9203692 Cost-benefit assessment of the Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health in Thailand

UNICEF is seeking an institutional contractor to support conduct a cost–benefit assessment of the Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health. Background In response to rising rates of overweight and obesity in Thailand, the Department of Health (DoH), Ministry of Health, has drafted an Act to Regulate the Marketing of Food and Beverages Affecting Children’s Health. The purpose of the Act is to reduce children’s exposure to the marketing of unhealthy food and beverage and improve children’s diets. Exposure to advertising for unhealthy foods has been shown to influence what and when children eat, shape their food preferences, and contribute to overweight, obesity, and diet-related non-communicable diseases in later life. The Act is a critical component of a broader package of interventions recommended by the World Health Organization (WHO) to address obesity and non‑communicable diseases in Thailand. Developed over more than five years through an extensive consultative process, including public hearings, the Act is currently awaiting the signature of the Minister of Public Health. It includes eight key measures to restrict the marketing of foods high in fat, sugar, and salt (HFSS) to children and adolescents up to 18 years of age, as outlined below. Labelling: Packaging must not use techniques that appeal to children, such as cartoons or child-targeted text, and must display clear, easy-to-understand symbols indicating high levels of fat, sugar, or salt. Value-for-money claims: Labels and marketing materials for HFSS products must not include statements suggesting value for money, whether in retail, wholesale, or e-commerce settings. Sales restrictions in schools: HFSS foods, drinks, and snacks will be prohibited in educational institutions below the tertiary level. Advertising bans: Advertising of HFSS products shall be prohibited across all communication channels, including television, radio, online media, billboards, public tran

Un Contrat de services avec un cabinet / société de services d’expertise/de formation/d’accompagnement national sera signe avec l'UNICEF. Le projet sera en etroite partenariat avec le Ministère de la Formation et de l’Enseignement Professionnels (MFEP) en collaboration avec GIZ , WorldSkills Germany. Actioning the Advice: A Child-centred Toolkit on the ICJ’s Climate Change Advisory Opinion Number 230725 UNICEF East Asia and Pacific Regional Office is seeking an institutional contractor for the provision of Actioning the Advice: A Child-centred Toolkit on the ICJ’s Climate Change Advisory Opinion Number 230725 reference to LRPS-2026- 9203901 through UNICEF/UNGM online submission system which your company is invited to participate. Background Climate change affects different rightsholders differently. Children, comprising about 30% of the world population, will be impacted much longer and more severely by climate change. Certain children such as those trapped in poverty, forced to work or living in conflicts zones will face disproportionate impacts. At the same time, children are not merely victims of climate change. They have agency and are future leaders. If “enabled” to participate meaningfully in climate action decisions, they can become change makers. The International Court of Justice’s July 2025 climate change advisory opinion (AO) marks an important milestone in clarifying the obligations of States in relation to climate change and legal consequences of a breach of these obligations. The AO is expected to shape laws and policies in all world regions. However, awareness about the AO seems low among children, especially those from disadvantaged or vulnerable groups. Moreover, since the AO contains legal analysis of multiple domains of international law, not all children on their own may fully understand the AO or its practical implications for them. Objectives, Purpose & Expected results The toolkit will be designed for children to understand, contextualize and operationalize the AO. In other words, the toolkit will be an enabler for children to actioning the climate change AO. The toolkit will simplify legal concepts used in the AO. It will be child-friendly in terms of format and relatable to the experiences of children from diverse backgrounds. While the

Introduction:UNDP Kazakhstan acting as a Lead Agency and on behalf of participating UN Agencies (ILO, IOM, UN Women, UNAIDS, UNCTAD, UNDGC, UNESCO, UNFPA, UNHCR, UNICEF, UNDRR, UNOCHA, UNODC, WHO, FAO) is regularly organizing conferences, workshops, seminars and meetings in respect of their programme implementation in Astana and Almaty. To achieve cost efficiency from economies of scale while ensuring outstanding quality of services, it was agreed by UNDP in Kazakhstan to consolidate all hotel service requirements and conclude Long Term Agreements (LTAs) for the provision of Hotel and Conference Services for a maximum period of three (3) years. The successful Hotels will be contracted for an initial period of one year, and the contract shall be renewable upon documented satisfactory performance for additional two (1+1) years. The LTAs shall not guarantee an estimate volume of sales on the part of UNDP and other UN Agencies. LTAs will be issued with 2 top Hotels of each category in each location. The winning Hotels must meet minimum qualification requirements and propose the lowest-priced Bids/ maximum discounts for UN. Long-term agreements will reflect ceiling amount for the total volume of services rendered within the lifetime of LTAs and fixed discount percentage for UNDP and UN Agencies in Kazakhstan.
