Le secteur secondaire est peu développé, principalement à cause des défis énergétiques : accès limité à l’électricité (39,35 %), dépendance à la biomasse (79 %) et hydrocarbures, ainsi qu’un cadre réglementaire insuffisant. Seuls 2 % de la population utilisent des technologies de cuisson propre et plus de 30,7 millions de Malgaches recourent encore au bois et au charbon pour cuisiner, ce qui contribue à la déforestation et aggrave la vulnérabilité des communautés rurales.
