The Association of North East Councils trading as the North East Procurement Organisation (NEPO) is establishing a framework for Retrofit Works (NEPO233) This will be a multi-supplier, multi-lot framework for retrofit works across a variety of public-sector settings which may be throughout the United Kingdom or within the North East of England. This will be discussed and agreed as part of market consultation. NEPO is a Centralised Procurement Authority as defined in the Procurement Act 2023 (PA23), providing central purchasing activity on behalf of Contracting Authorities. The agreement will be available to NEPO Member Authorities and all current and future Associate Members. Current Associate Members are listed in the Associate Member section of the NEPO website at: https://www.nepo.org/associate-members NEPO intends to make the agreement available for use by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023). Learning and Training Services DPS
The Minister for the Cabinet Office acting through Crown Commercial Service
CCS set up a Dynamic Purchasing System (DPS) for an initial period of 48 months with the extension option of 24 months. A further extension has been agreed and will be utilised and the end date of this DPS will now be 27/10/2028. The contract value of the RM6219 Learning and Training Services DPS has been uplifted by 50% (from £300m to £450m), enacted in November 2024. There has been a further uplift from £450m to £850m enacted in June 2026. This DPS was procured under the Light Touch Regime (LTR), and will subject to limited regulations, in accordance with Regulations 74-76 PCR2015. This DPS allows for the provision of training services to be utilised by UK Public Sector Bodies, particularly benefitting the wider public sector and the third sector, but not excluding central government - more information around eligible users of the DPS can be found in the Additional Information Section VI.3 The aim of this DPS will be to provide access to a variety of providers offering a range of high quality blended learning and development services designed to meet the needs of UK Public Sector Bodies that will cover, but will not be limited to: ● Off the shelf training ● Bespoke specialist training Further information is included in the Additional Information section VI.3

The Hampshire Public Health Strategy 2023-2026 aims to reduce the number of residents harmed by drugs and alcohol by providing high quality prevention, treatment and recovery services. In Hampshire, there are an estimated 2,100 people who use opiates and/or crack, and around 9,000 people who are alcohol‑dependent and not currently in treatment. In addition, over 5,000 people are engaged in drug and alcohol treatment and continue to experience significant vulnerability. People with drug and alcohol needs, whether they are accessing support or not, are among our most vulnerable residents. Substance use can have a profound impact on health, families and local communities. Individuals are often marginalised and stigmatised by communities, services and employers, and this stigma creates additional barriers to seeking help, sustaining recovery, improving quality of life and participating fully in community life. A priority for the Hampshire Strategic Drug and Alcohol Partnership (HSDAP), led by Hampshire County Council Public Health, is to reduce stigma and strengthen local systems so people can seek help early, recover, and participate fully in community life. Engagement and co-production with people with lived experience of drug and/or alcohol dependency is central to this programme of work. In 2025 Hampshire County Council undertook a literature review to identify evidence-based interventions to address drug and alcohol related stigma. This review indicated there is significant potential to reduce stigma through facilitating contact and connections with people with lived experience. There is also growing evidence on the effectiveness of peer support programmes in the community to enable longer term recovery. Hampshire County Council have an established Recovery Ambassador programme to develop recovery communities in Havant, Gosport and Fareham districts. BlueLight Commercial currently manages a National Framework for Police Constable Entry Routes (PCER) which includes lots for Police Constable Degree Apprenticeship (PCDA) and Degree Holder Entry Programme (DHEP). This existing framework ends in February 2027 and therefore we need to tender its replacement. The new Framework will include as a minimum the same programmes and potentially other lots which fit within the scope of Police Initial Entry Routes. Framework suppliers will work closely with the Communities, Consultation and Engagement Team who will commission, manage and review the work being carried out. Our partner organisations may also commission work on this framework from time-to-time. The work carried out must adhere to best practice and guidance principles (including, but not limited to the Consultation Gunning Principles, the Public Sector Equality Duty, WCAG 2.2 level AA guidance). It should be informed by the Combined Authority’s standards and approach to community consultation and engagement. Provision of a Vehicle Recovery and Roadside Assistance Service

Provision of a service for the recovery, removal and storage of light and heavy vehicles, motorcycles, and abandoned vehicles (excluding those for which the local council is responsible). This shall include, but is not limited to, broken-down, stolen, or collision-damaged vehicles of all classes, as well as motorcycles that are in breach of traffic regulations or causing obstructions on highways and motorways. The scope of work also includes the removal of burnt-out vehicles, vehicles used in criminal activity, vehicles recovered under the Police Reform Act 2002, and unlicensed or untaxed vehicles within the geographical boundary of Staffordshire, unless expressly stated otherwise. This includes the motorway network within the Staffordshire Police Force area, namely: • M6 (Junction 10a to Junction 16) • M54 (Junction 10a to the West Mercia border) • M6 Toll Road (throughout the Staffordshire Police area) The Contractor may also be required to recover vehicles from additional locations as directed, including Authority premises or areas outside Staffordshire Police jurisdiction. In addition to statutory recovery and removal duties, the Contractor may, upon request, be required to recover vehicles owned by the Authority and by Staffordshire Fire and Rescue Service.
Replacement CCTV System

The Royal Agricultural University (RAU) is seeking to replace and modernise its existing CCTV infrastructure with a scalable, enterprise-grade video management system to enhance the safety, security and operational resilience of the University estate. The University estate includes academic buildings, student accommodation, public areas, access routes, vehicle routes, car parks, open campus environment and a working farm. The CCTV system forms a critical component of the University's security infrastructure and supports the work of the Security and Welfare team in monitoring incidents, assisting investigations and maintaining a safe campus environment. The preferred solution is Avigilon Unity Enterprise video management platform by Motorola. The appointed Supplier will be responsible for the design, supply, installation, configuration, commissioning and ongoing support of the new CCTV system across the University estate. The contract is expected to last 5 years. There will be two site visit opportunities offered as group sessions (meaning that there will be competing suppliers in attendance in each group). MOD Feltham Development Agreement

The Defence Infrastructure Organisation (DIO), in partnership with the London Borough of Hounslow (LBH) and the Greater London Authority (GLA), will be launching a competition to secure a development partner for the re-development of the MOD Feltham Barracks site. The DIO, LBH and GLA have recently entered into a Collaboration Agreement that promotes joint working between the parties to enable the successful redevelopment of the Site. Originally a War Office depot, it became known for its military intelligence facilities. The site is earmarked for closure and the DIO are working the LBH and the GLA to bring forward the site for a mixed-tenure residential development. The site is key for two national government priorities: 1. The site is part of a programme to deliver capital receipts for the operational UK Defence budget in line with government priorities for UK security. 2. The site is part of the DIO’s ‘Trailblazer’ portfolio intended to accelerate and maximise housing delivery in line with government priorities for housebuilding. The DIO proposes to enter into a Development Agreement with a developer and transfer the site on satisfaction of conditions. The developer will be responsible for securing detailed planning consent; funding and delivering the scheme in accordance with a number of landowner parameters. The DIO will be responsible for providing vacant possession in accordance with an agreed programme.
