The primary goal of this assignment is to lead the collection and collation of comprehensive social security data in Zambia to assess coverage trends and compliance gaps across social security schemes. The consultant will convene all relevant stakeholders involved in data sharing, particularly NAPSA, WCFCB, NHIMA, LASF, and PSPF. He or she will provide raw and clean datasets to the ILO, MLSS and other social security institutions and produce a report mapping all social protection schemes in Zambia, with detailed coverage rates by key demographic categories such as geography, gender, and employment type. Furthermore, the consultant will organize a capacity building session for government and social security institutions on the SSI tool and concepts related to data and monitoring of excluded populations (refugees, persons with disabilities, IDPs, migrant workers, and families). He or she will compare national social security registration and coverage trends with official labor force statistics; identify factors affecting current coverage, registration patterns, and compliance levels and provide recommendations to improve coverage extension and compliance.

The International Labour Office (ILO) is seeking an individual to undertake an assignment as an External Collaborator. The assignment will provide technical support to Public Employment Services (PES) and relevant institutions across selected Western Balkan economies with a focus on strengthening Youth Guarantee implementation, improving employment service delivery, and supporting labour market policy and institutional development. The External Collaborator will support the development and revision of Youth Guarantee Implementation Plans (YGIPs), including integration of analytical inputs, strengthening of monitoring and reporting systems, and facilitation of regional learning exchanges. The assignment will also contribute to improving PES operational practices through enhanced use of data and analytical tools, including statistical profiling, strengthened activation approaches, and improved individual employment planning and follow-up mechanisms. The External Collaborator will contribute to capacity building through the design and delivery of training packages, including Training of Trainers (ToT) on Youth Guarantee implementation and EMCO indicators. In addition, the assignment includes providing technical inputs to labour market policy and institutional development processes, including employment legislation and strengthening of employment service agencies. Country: RwandaDescription of the Assignment: Recruitment of a National Individual Consultant to conduct Rwanda Country Programme Thematic Evaluation on InclusionPeriod of the Assignment: 30 working days (initial performance period), with the consultant retained through December 2026Evaluation Purpose, Objectives and Intended UseThe main purpose of the evaluation is to assess the relevance, coherence, effectiveness, efficiency, sustainability, and emerging impact of UNDP Rwanda’s inclusion-related interventions under the CPD 2025–2029. Particular attention will be given to the extent to which these interventions contribute to inclusive governance, gender equality, rights-based human development, and the principle of leaving no one behind.The evaluation will generate evidence, findings, conclusions, lessons learned, and actionable recommendations to inform programme adaptation, strategic decision-making, partnership management, resource mobilization, future programming, and corporate reporting.Specific objectives are to:• Assess the strategic relevance and coherence of UNDP Rwanda’s inclusion portfolio in relation to UNDP Strategic Plan Outcome 2, national priorities and the needs of rights-holders.• Examine the effectiveness and efficiency of inclusion-related interventions in advancing inclusive, accountable, participatory, and rights-based governance, including gender equality, disability inclusion, and equitable access to opportunities and services.• Assess the extent to which partnerships, institutional arrangements, programme management systems, and resource utilization have contributed to sustainable inclusion results, policy uptake, institutional ownership, and transformational change.• Generate evidence-based findings, lessons learned, and practical recommendations to strengthen implementation during the remaining CPD period and inform future programme design, strategic positioning, and resource mobilization.In this context, UNDP Rwanda is seeking to recruit
