The International Labour Organization (ILO) is seeking a qualified consulting firm to conduct a feasibility study on the introduction of a Universal Disability Benefit (UDB) in Kenya. The study will assess the legal, policy, financial, and institutional frameworks, as well as the socio-economic conditions of persons with disabilities, to determine the viability and sustainability of the proposed benefit. The assignment will include reviewing existing disability-related social protection programs, identifying gaps and challenges, analysing global and regional good practices, and developing feasible design options for the UDB. It will also assess financial implications and propose sustainable financing strategies, culminating in evidence-based policy recommendations and a practical implementation roadmap. The Lead Consultant must have: At least a Master’s degree (PhD an advantage) in social sciences, economics, disability studies, or a related field. A minimum of five years’ experience in social protection and disability inclusion. Proven experience in the design, costing, and financing of disability-inclusive social protection programmes. Demonstrated expertise in working on complex policy and economic frameworks and identifying sustainable financing options. Strong knowledge of rights-based approaches and familiarity with ILO social protection and disability inclusion standards. Back in 2010, the Kenya Meteorological Department (KMD) in conjunction with WMO through Voluntary Cooperation Program (VCP) project titled Supply and Installation of Equipment for modernizing Regional Instrument Centre at Kenya Meteorological Department (KMD), Nairobi, Kenya, upgraded the equipment at Nairobi Regional Instrument Centre (RIC). The project included the procurement of temperature, pressure, humidity, precipitation, and solar radiation calibration equipment. Since then, there have been a lot of changes in terms of technological development which have led to the need for upgrading some of the equipment that was procured back then. Also, in order for the Nairobi RIC to continue assuring quality weather data to its customers and other stakeholders through weather instruments calibration services, the RIC is in the process of ISO/IEC 17025:2017 implementation in the areas of Pressure and temperature calibration and therefore there is a need to carry out this necessary upgrade in two particular areas. The RIC is equipped with 240V Ac, 50Hz power supply, air conditioners, and full-time internet. Though the RIC has different sections that are in mixed use for different parameter calibrations, plans are underway to reorganize the sections such that there will be two separate sections: one dedicated to temperature/humidity calibration and the other dedicated to pressure calibration, each equipped with environmental conditions monitoring and recording systems in order to meet the requirement of ISO/IEC 17025:2017. The Laboratories are located on the first floor with a good environment (with wide doors and no vibrations) for the required equipment. The following are the mandatory technical specifications for the required calibration equipment necessary for the upgrade.
