Request for Bids Small Works Federal Republic of Somalia Name of Project: Somali Enhancing Public Resource Management Project (SERP) Contract Title: Construction of the Civil Service Commission Headquarters Southwest (Baidoa) RFB Reference: SO-MOF-544669-CW-RFB Bid Closing Date: 7th June 2026 1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali Enhancing Public Resource Management Project (SERP), and intends to apply part of the proceeds toward payments under the contract for the construction of the Civil Service Commission Headquarter-Southwest (Baidoa). 2. Southwest Civil Service Commission through the Project Implementation unit of Southwest Ministry of Finance now invites sealed Bids from eligible Bidders for the construction of the Civil Service Commission Headquarter-Southwest Baidoa. 3. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers “July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. Qualification Requirement a) Bidder’s Financial Capability (i) Historical Financial Performance: Submission of audited balance sheets or other financial statements acceptable to the Purchaser, for the last two (2) years to demonstrate the current soundness of the Bidders’ financial position and its prospective long-term profitability. (ii) Average Annual Turnover: Minimum average annual turnover of USD 500,000 within the last three (3) years.
