Southend-on-Sea City Council is looking to appoint a suitable Supplier to supply, install and maintain intelligent transport systems and associated equipment including traffic signals, Variable Message Signs, RGB Signs, School Warning Signs, Car Park Guidance Signs, Car Park Count controllers and Vehicle Speed Activated Signs. All equipment is within the City of Southend and the Council will provide the Supplier with access to an asset management system where all faults and issues will be logged. The Supplier will be required to interrogate the Council's system on a daily basis to pick up faults, attend to rectify faults and then update the Council's system to confirm that the fault has been rectified. The Supplier will also be required to undertake annual inspections and internal cleaning of equipment. The Supplier will also be required to supply and install new equipment. This will vary throughout the life of the contract due to the level of funding available and/or external grant money becoming available. The required services are set out in full in the Scope (one of the associated tender documents). The mechanisms for ordering work under the Contract are set out in the associated tender documents together with details of the volume and value of work that may be ordered.

The London Borough of Sutton aims to transform the borough into a sustainable, green community by 2027, with the delivery of a robust Electric Vehicle (EV) Strategy as a key priority. This project focuses on the implementation of EV charging solutions at approximately 40 pre-selected off-highway sites, including surface and multi-storey car parks, public parks, and leisure centres. The Council's objective is to provide an initial installation of approximately 180+ chargers (based on anticipated bay allocations) to support residents, local businesses, and the transition of the Council's own vehicle fleet, thereby facilitating a borough-wide reduction in carbon emissions. The Council requires a partner for the full life cycle delivery and management of this infrastructure under a concession contract model, which will involve a shared ownership and funding approach. The council recognises an opportunity to work with a partner to raise income and optimising this is built into the evaluation criteria. The selected contractor will be responsible for the entire EV delivery process, including feasibility and detailed design, supply and installation, and 24/7 back-office operation and support of the charging network. Additionally, the scope includes comprehensive routine and reactive maintenance to ensure the infrastructure remains reliable and modern, alongside the development of a long-term roadmap for network expansion through 2030 and beyond.

Acacia centre roof overlay works

Works comprise the emergency roofing works to address historic water ingress issues at Acacia Centre, Mitcham. This largely includes overlaying the roof with a new plywood deck to allow a new continuous high performance liquid system to be applied inclusive of PIR insulation to meet current Building Regulations. The centre has various end users such as a Nursery, community groups, local midwifery team and social services. The Contractor will be expected to closely liaise with the centre manager and Caretaker on a daily basis to ensure disruption to services is kept to a minimum. Nature: Works are in response to historic rainwater ingress issues since the building was constructed in 2012 as part of a GLA grant. The building which is constructed from modular units, provides a mixture of facilities for the end-user in terms of a Nursery, office facilities and social services. Perseid Upper School roof works

Works comprise the strip up and renewal of roof system to isolated flat roofs at Perseid Upper School, Morden. The current sedum and single ply flat roofs have failed with various signs of patch repairs and poor detailing present. The Contractor will be expected to closely liaise with the site Caretaker in good time prior to works commencing and on a regular basis once on-site. Works are in response to water ingress issues despite patch works being undertaken. Works will involve stripping the existing sedum roof and single ply membrane including circa 200mm of insulation to expose the deck. Subject to inspection of the deck it is assumed that new VCL can be installed before insulation and application of a high performance liquid overlay system incorporating PIR insulation to meet Part L2B of Building regulations. A manufacturers specification and drawings have been included although Contractors can quote for alternatives providing they are equal and approved. Works are to be undertaken over the summer holidays when there will be no children or activities on-site. As such there is no need for operatives to have DBS Certificates. Electric Vehicle Charging Infrastructure

This Tender is being published to support the Local Electric Vehicle Infrastructure (LEVI) fund, which is a major UK government initiative, administered by the Office for Zero Emission Vehicles (OZEV), designed to support local authorities in England to roll out electric vehicle public charging infrastructure. The scheme aims to assist residents without off-street parking in transitioning to electric vehicles (EVs). The Authority has been awarded £10,111,000 for the provision of public EV Chargepoints from the Local Electric Vehicle Infrastructure (LEVI) Capital fund, funded by the Office for Zero Emission Vehicles. Additionally, the Authority has secured £400,000 from the LEVI Pilot fund specifically for the delivery of lamppost-integrated Chargepoints. Delivery of the Pilot project has been included as a required element in this tender to ensure there is an integrated and consistent approach to EVI provision. The Authority's contribution towards the works required to deliver the Contract is £10,511,000 which is aggregate sum of the LEVI Capital fund the LEVI Pilot fund as set out above. This Procurement and subsequent Contract is offered and will be delivered as a single lot covering the whole county. The Authority's desire is that installations can be balanced across the more commercially viable and the less commercially viable areas across the county. An experienced CPO with the technical expertise to deliver at the required scale and at pace is vital for a contract of this size.
