This Terms of Reference (TOR) outlines the requirements for contracting a qualified service provider to design and implement a proof-of-concept AI-driven displacement risk forecasting model for Sudan, grounded in high-frequency, multi-source data integration and advanced analytical methods. Sudan is experiencing one of the most severe and complex displacement crises globally, driven by sustained armed conflict, economic collapse, disruption of basic services, environmental stressors, and rapidly shifting local security dynamics. Population displacements are highly fluid, multi-causal, and spatially heterogeneous, challenging traditional monitoring and planning approaches that rely on lagged data and static indicators. In this context, the International Organization for Migration (IOM) seeks to strengthen its anticipatory action, operational targeting, and early activation capacities by piloting an advanced displacement risk forecasting approach for Sudan. The initiative aims to complement existing displacement monitoring systems (Displacement Tracking Matrix) by developing forward-looking, analytically robust estimates of displacement risk, accompanied by systematic identification of the underlying drivers of change.

This Call for Proposals aims to support a targeted, access-enabling Victim Assistance pilot, focused on improving referral pathways, access to emergency and ongoing medical care, and VA information management for EO victims facing the greatest barriers and needs, while remaining firmly within Mine Action mandate boundaries and avoiding the creation of parallel service delivery systems. In line with the UN “do no harm” commitment and zero tolerance for Sexual Exploitation and Abuse, all partners will be required to demonstrate minimum PSEA standards (See Section 1.15), including Codes of Conduct, staff training, and safe reporting and referral mechanisms. All interactions with EO survivors and affected families must be victim-centred, voluntary, confidential, and guided by principles of safety, dignity, and informed consent. BACKGROUND U.S. Embassy Addis Ababa will host its Independence Day celebration on July 2, 2026, at the Addis Ababa Science Museum. SCOPE OF WORK The hired event coordinating company, hereby referred to as “Contractor,” shall provide comprehensive event management, design, production, and execution services for the Independence Day celebration as detailed below.
