REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Consultant for the development of a National Plan for an Animal Identification, Registration, and Traceability in the Republic of Tajikistan Reference No. (as per Procurement Plan): OHP/CS/ICS-2026/01 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://aedpmu.tj/wp-content/uploads/2026/05/approved_tor_animal-identification.pdf 3. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are: - University degree in veterinary science, livestock management, agriculture, information technology, Law, Food Safety, or other related disciplines relevant to the assignment; - At least 7 years of proven experience in the livestock, veterinary, food safety legislation, animal identification plan, agricultural digitalization sectors or a related field; - Familiarity with the national legislative procedures and regulatory framework of the Republic of Tajikistan will be considered an advantage; - Experience working with projects financed by international organizations (e.g., World Bank, ADB, UN agencies) is mandatory; - Experience in Tajikistan/Central Asia in livestock sector
