Formålet med anskaffelsen er å inngå rammeavtale med én leverandør (fullservicebyrå) som kan levere helhetlige kommunikasjons- og mediabyråtjenester til støtte for Kolumbus sine virksomhetsmål. Leveransen skal bidra til målbar effekt, høy gjennomføringsevne og rask respons ved behov. Oppdragsgiver har særlig behov for bistand innen følgende hovedområder: • Kampanjer og kommunikasjon knyttet til åpning og drift av Bussveien – stort og smått (lanseringer, endringer, knutepunkt og kundehåndtering) • Kommunikasjon om Sykkelstamveien og det nye mobilitetsbildet i regionen (kombinasjonsreiser, sykkel + kollektiv, nye vaner) • Omdømmebygging og positiv merkevareutvikling for Kolumbus • Strategi og tiltak for endring av reisevaner – få flere til å velge kollektivt og sykkel • Løpende innholdsproduksjon, publisering og forvaltning i sosiale medier • Rask respons og kapasitet når det trengs (hendelser, avvik og politisk/offentlig oppmerksomhet) Rammeavtalen omfatter strategisk rådgivning, planlegging, produksjon og gjennomføring, samt mediekjøp, optimalisering og rapportering. Oppdragsgiver legger til grunn tett og integrert samarbeid, der fullservicebyrået jobber sammen med Kolumbus sitt team og bidrar aktivt i planlegging og gjennomføring.
